For road safety, it is essential to monitor the trend in the annual number of traffic accidents and casualties. The trend over the most recent years provides insight into whether the goal is being achieved with the current strategy or whether intervention is required. Within an integrated and decentralised approach, this information is relevant for politicians & policymakers, road authorities, police & justice and interest groups at local, regional and national level.

Twice a year, the ready-made BLIQ report provides an overall insight with up-to-date (half-)yearly figures. A view on the road for a smart (IQ) approach, freely available for every level thanks to STAR.

STAR

The STAR initiative - cooperation between police, insurers and VIA - aims to make up-to-date road safety data available. The aim is to provide as many parties as possible with insight and accident data. With the BLIQ road safety report, STAR provides a complete insight into the safety situation to every municipality, region and police zone twice a year.

With the public accident map, STAR provides up-to-date visibility of accident locations, broken down by vulnerable road users and age groups.

BLIQ reporting

A targeted approach to road safety is only possible with objective figures that show how safe the roads are, whether road users participate safely and how safe the vehicles used are. Accident and speed data are the two main sources for this.
BLIQ reporting translates these data into easily accessible information in such a way that monitoring timeliness and anticipating functioning policies are possible. The step towards interventions in the field of information & education, enforcement and measures on the street can therefore be taken more quickly.

Every year, 3 versions of BLIQ are produced. In January, the draft version is published as a first-year overview, but also to check if any accidents are missing or misplaced. Once the annual figures are checked and the database is closed, BLIQ’s final annual report is made. A semi-annual report also appears as an interim report with a signal function based on the preliminary figures.

Targeted information

The BLIQ (semi)annual report provides a unique trend graph (floating average per month) based on the last five years, making it easy to identify the trend in casualties. Both reports provide insight into the number of victims by age and mode of transport, the risk of speeding as well as the list of the most unsafe intersections and road sections.
The basic report is available for all municipalities and police districts. The regional report is available nationally and per region and/or province with, in addition, a benchmark providing insight into the safety position of each municipality.

The BLIQ reports of all municipalities and regions are available to all users on the Home page of the VIA Software. This enables benchmarking with municipalities outside their own region or cooperation with neighbouring municipalities.
Downloading and distributing the BLIQ report is a task of the municipalities and regions themselves. It is of course allowed to publish the report publicly.

Integral approach

The BLIQ report was developed to inform all decentralised partners who play a role in the integrated approach to road safety. The main target group concerns political representatives of municipalities and regions. This is where the initiative for interventions on traffic and road design lies. Policymakers and road authorities use the report to inform colleagues in the various consultative structures and encourage them to include road safety in other projects.

Police, justice and public administration, the safety consultation, has an important role when it comes to traffic behaviour. Here too, BLIQ reporting provides insights for enforcement and targeted traffic monitoring.
Interest groups, often with the support of volunteers, can make a difference with information and education. Especially if the BLIQ reporting also gives them insights into the relevant target groups within their own field.

VIA Software

Users of the VIA Software are used to sharing the software and data with all cooperating partners. The main goal is to inform as many stakeholders as possible about the road safety situation and have them work with the same figures. The tables and graphs in the BLIQ report seamlessly match the data in the VIA Software.
Municipalities that do not yet have a subscription to the VIA Software can request a free account to download the BLIQ report.
